It's true that out of the hundreds of article directories online, only a few of them actually send you some high traffic. However, if you submit your articles only to those few article directories, you're making a big mistake. There are many article submitters out there, but only a few of them are worth the money. The main features that an article submitter must have:

Article Directory database. The larger the article directory database it has, the better. We're talking about article submitters with at least 200 article directories.
Updates. Having an article directory database is not enough, it has to be maintained as article directories come and go. Thus, the article submitter's creators need to update the database each time a change is done.
Automation or semi-automation. It's no use to have an article submitter if it contains only a list of article directories. It has to offer an option to submit your article automatically or semi-automatically to the article directories you've registered with.
Article spinning. Having the same text in many article directories is not the smartest thing, as search engines will index only a few of them and ignore the others. That's why an article submitter must at least offer you the option to enter multiple titles/descriptions that it will automatically switch through for each submission, reducing the number of duplicates.
Price. Last, but not least, it's the price. It's important for your budget to pay a one time fee and then own the program forever (or until the next major upgrade). But it wouldn't be feasable to have to pay a monthly fee to use it, or to pay a license for each submission profile
